During our 1.9 upgrades and the removal of our support for 1.8, we came to the conclusion that 1.12.2 is the next best version we were able to upgrade to at that time.
The blocks you mentioned were only added in 1.14 while, as mentioned above, the server runs on 1.12.2. (Shields were added in 1.9)

because CubeCraft is in 1.12.2, and not in 1.14+
Herbubulle is right. But I'm not sure why Bedrock doesn't add the feature, since the game is in v1.17.34

In 1.12.2? I didn't know that. I thought they came into the game at the 1.13 Aquatic update

Our server runs in 1.12.2 due to a large amount of development time it would take for us to update to 1.17.x, leaving our network many months behind when it comes to game updates, software upgrades and behind the scenes inner-working code.
