Major change for banning system

So this suggestion may have been suggested before, so pls no hate, I just want to reopen the discussion.
So, although i'd like to hear everybody's opinion (of course), this suggestion is useless w/o the backup of our good friends @Tacosbefriends / @Mac .


Now, lets get to the actual suggestion:
We all know that to successfully report and ban a hacker you must include video evidence.
Great.

However, lets look at the facts:
A fly hacker is as easily reported with a screen-shot as with video evidence.
I mean, seriously.
Its completely obvious and easily identifiable as fly hacks with a screen-shot.

And, with this change added, there would probably be hardly a single fly hacker.
All the reasons most people don't report right now would be completely void.

I can't see a reason not to make this change, but I'm sure you guys will find plenty.

Im sure you have seen @zRinne 's story, I'm not going to look for it now.. But if she would like to post it she can. Really, you can't 100% know if somebody is actually flying hacking, sometimes there is lag, sometimes people can catch others getting knocked off of something at just the right time. You just never know.

There would still be fake fly reports with:
- High Jumps
- Levitation Arrows
- High KB Tools

As you would think a screenshot would suffice, reports could be faked easily if someone falls off a building, shoots themselves in the air w/ TnT, etc. So sorry, but this can't really be a thing.
