Java Magic and Mayhem Frost spark not appearing

I have more than 250k spirit and can already enter the archives yet I cannot buy the frostspark wand because it does not appear in the merchant store.

If this is a bug that is being fixed then please let me know by replying.
And if a staff member can help me get it then that would be great!
