It also depends on what tou were banned for. If it was hacking, then it lowers your chance of a successful appeal because perm bans are your 3rd ban

It looks like you were banned a second time for hacking, which it seems you didn't learn your lesson the first time you got banned for hacking.
So really I do not think it is possible to get unbanned, from being banned for the second time.
