I think his/her internet connection is just very laggy. It will make you be able to break blocks and go into the ground without actually breaking them. (Seen on the picture that the map is still intact.) I think this is considered bug exploiting so it may be reportable
It's due to a known glitch. If you see any player abusing this glitch knowingly, please report them on the reports site.
