Halloween items on relic hunt and lobby fishing

I have spend several hours on relic hunting and lobby fishing since the halloween update. But I didn't find any halloween item. I have asked a few friends if they found any halloween item, but they also can't find them. Is it possible that this is some kind of bug, or is it just me being very unlucky? I mean, you should find a halloween item after a few hours, right?
I made a similar thread at the lobby, but I didn't get a good answer if this can be a bug or something. I hope someone can help me, because I really want to find all the items

Maybe relog, or come back to the server the following day. If it's still going, report it as a bug
