cant connect to the server

everytime i try to join it says i can't connect.Even tried restarting my computer twice but it didn't work.What should i do?

This is firewall stuff. I found this online:
1. Go to control panel
2. Go To Windows Firewall
3. Go To Advanced
4. Add Port
5. Name : MinecraftIP, Port : 25565 (TCP)
Name : MinecraftPort, Port : 25565 (UDP)

Im not experienced with this though. I suggest you google it just like I did.
