Web Add a escalated forum section

A new section to check the escalated threads and ideas.
Will be usefull for staff for check the good ideas they escalated and also for ussers for check the escalated posts and dont suggest it again.

I don't think we need this, because there already is a way to view all escalated threads. You have to scroll down the suggestions subforum, and follow these steps:

Click "Set Options", and you will have a list of all escalated threads

Click an escalated prefix within a title and same result :)
