Do we have to do all the main quests to unlock the side quests?

I think so. Side quests comes whenever you progress in your Skyblock, and so, the only way to progress is to complete main quests.

For the 9th island specifically because no side quests seem to have appeared yet and we have done most of the main quests

ah, ok. I think usually the side quests pop up after you complete the main quests (clearing an island of all its quests), but I might be wrong. I'd say just work on completing the main quests and the side quests should appear after beating the island.
