What's up with this texts below people's usernames?

I am referring to this:

I have just seen "Member", "Well-Known Member" and "Forum Expert", they seem to be new, or maybe I don't pay much attention to stuff, but how does it work?, they seem to be similar to the staff prefixes, just not customizable.

Does anyone know something about it?

The names I think have changed slightly from the table, and requirements might have as well. I think Active Member became Novice Member
