Is he hacking?

Hi guys!
Today I played some SkyWars and though ''Hey maybe is this guy hacking''.
So I hit the record button! After I died I watched him and saw (on 00:43 in the video) that he has no cool down on his bow.
I'am not really sure about it so the qeustion to you guys: Is he hacking?

I think that he was hacking because if you look closely at 0:50 he wasn't dealing any knockback and he was just standing still. And it wasn't the no-knockback ability because when that ability is working you get some white particles around you.

No those aren't hacks, this happens very often to players, it's just a visual bug or something and nothing to worry about.

My PC made it look like he was hit by an arrow instead of him actually shooting the arrow. Sorry .But as ILoveYouu said above , I also think that it was just a bug.
