Sentinel Report Question

Why do a large majority of sentinel reports get closed, even in scenarios in which there are blatant hacks present. Do several people have to report the person for the report to be considered? Also, why do the reports expire if the person logs off?

Sentinel can't check players when they're not online

A Sentinel reports only pops up for a moderator if the person has been reported for an X amount of times, some will not be handled as quickly as they simply haven't reached that amount and thus won't show up for us.
