Enchanting Bug Happening just with me?

I was without the xp and without the necessary items to be able to raise the level. Because this happens. I was and play in version 1.16.5 java.

So if i get this correct you seem to enchant an item WITH the necessary items/levels (you had 75 levels), but the enchantment level doesn't seem to increase correct?

Exactly that and when i open the enchantment npc , in left side is saying LEVEL 3 and right side is sayin "Current Level 4"

Yes, make a bugreport then and i suggest not enchanting for the time being until you get a response.
Make sure to keep an eye on the report, and once it gets closed/handled. You can click the title for a short description of what the moderator has done if handled or if it got closed it will tell you why.

I also reported this in a bugreport and this was the answer:
