you level up with enough experience points
the players with the highest in game level numbers

I don't see why not, but I don't see why. I wouldn't mind if this was added, but I don't really think it is necessary.

Maybe add a voting option to the gamemodes for competitive, and if there are more votes for it to be competitive than those against it, then that game's stats will go towards the players in it being in top 10.

Like the idea this will make more players want to play on cubecraft for 1st place in the leader board and would encourage players to try their best in games for more experience.

the higher the number of the level
I think he means similar to the Leaderboards for games except for in game levels
