Jokes aside, you can ask on #staff-help channel on Cube's discord to see some moderator opinions, but, as I play Bedrock on mobile, I think this is normal, because you can hit players on your screen so long as you're in range, like Salty said.

I don't think that this is considered as reach like they said up here^ that's just how combat on mobile goes. Obviously it looks like he hit you from far away, but the same goes for you at 1.31 (when you stood still and just hit him). You could always try to report them here and see how it goes.
