Yes but not for a while. You unlock ink sacs in the shop after a certain quest on the 9th overworld (swamp) island, not sure which quest exactly it is. I don't think it's possible to make black dye before that.
This depends on what stage you are in the game. In early game I've heard that farming snow golems is pretty good. By mid-game it's probably best to make crop farms for cactus and melons. Many people start creating pig and creeper spawner farms by late game.
