There are 3 different maps on duels that just straight out cap your fps at 5-10 on low end devices, with me playing on one.
Those certain maps are (from their distinct features) the mangrove map with a giant frog, the map on ice, and the map with leaves everywhere.
Optimizers do not solve the problem here as i and another person i know complained aswell, have tested various fps optimizers.
No idea what the cause of the very huge fps drop but its the decision of the administrators to choose whether to do something about it.
