Yes Ocelots come with a spawner unlocked at the Jungle island. They are used for one or two of the quests, and can be tamed as cats.

why do we need ocelots in skyblock?

As said above, they are used for a few quests. You can tame them ofcourse, but it is cooler to use them for an automatic chicken farm, since ocelots will attack chickens and if they can't escape, they'll die :)
