Friend tried to log in after changing his name. He is a gold plus member. Upon logging in, it said that his name was banned. Any help on this?

They can appeal or contact to whoever banned them.

As your friend had changed their name, they should contact whoever banned them. In the meantime, they can use another account with an appropriate name :)

Your friend most likely changed their username to one that was already blocked from the network. They will have to wait until they can change their name back to something more suitable. There is nothing else we can do. If your friend so happens to have an alt with an appropriate name, they are free to use that in the meantime.
