Bedrock M&M whirlpool

I can create only 1 whirlpool, but not 2 at the same time.
Even I have enough Mana, I have to wait for the first whirlpool to end and then I can create another one.

There is a cooldown to use it, I believe the cooldown is as long as the ability lasts

I though that the COOLDOWN was a variable, based on Player's lvl or Mana Regen.
For me Mana Regen 150 was enough.
Now is 192, I could upgraged other things instead of this.
