I don't think that it is punishable, because another server has taken the map Paris on their server and this server has around 5k people online.

Well yeah if they have a contract I'm sure its ok. However if an individual takes a creation that belongs to the server then they can definitely punish the player and even complain about the actual person.

I saw that someone reported it to Marco before because he was asking for proof and the ip. You can maybe contact an administrator and tell them them ip.
