the only thing you can add to a hoe is durability
and it dont matter becuz 2 of the material isnt that hard to get..
but why cant we use fortune on hoes

If I'm correct using a Fortune tool on a crop still applies fortune to it. Like it would give you extra crops when using a fortune tool on the crops.
