A /warn command. Yes, you can just type it in chat, but i'm muted and i want to warn someone but i can't.
Anti-Abuse: When you do /warn a chest gui will pop up and you can choose what he is doing. You can choose: Advertising YouTuber/Twitch links, Swearing, Spamming, Camping, Impersonating staff or ranks.
When you've warned someone, the guy that you warned will see in chat:
You've been warned for *reason* by *name*. You have *number* warnings.
And in your chat: You warned *name* for *reason*. You gave him *number* warnings.

A message should also appear in your chat, so you will be able to report if he doesn't stop. I like the idea, even though I think that it's not that necessary because muted people don't usually worry about the community. Let's see what happens! +1

Good idea, but I think people would still use it to make their enemies leave the game, because they get scared...

Maybe it shouldn't say by who you got warned.. That would make them think staff did it. And if staff does it, they'll stop!

Nah, people would abuse it and false accuse people of something they didn't do. For example, what if I'm playing Eggwars, I break a team's egg, kill them all, they rage, and decide to warn me for "hacking", even though I'm obviously not hacking. I'll get 4 warnings for something I didn't do.

But when you get reported, staff won't accept it.

Seems kind of low priority at the moment; most of our players aren't muted, and most of the players who got muted in the first place aren't going to care about getting others muted. You raise a good point though; just because you're muted, you shouldn't be unable to report others breaking the rules. We'll have to think of something to fix this. Maybe a sort of "safe chat" menu that muted people can use to send pre-approved messages?
