asking about cape is not allowed?

I have a question, why does this staff tell me that it is not allowed to talk about cape?
I asked if he was asking me a joke and apparently I think he took it seriously.

We do not allow people asking for free stuff as these messages basically are pointless and we do not want players to trick into buying stuff for players.
