Yes. It depends on the report though. If it's against hackers or teamers, you require video evidence. If it's chat offenses or inappropriate skin/name/cape, then screenshots will work. Full guidelines here:

Format is exactly the same as Mineplex's report format. However, for most chat offenses (except threats and advertising), they require 1 verbal warning.
