Thats strange, I can break mine on PE, XBox and PC, you should contact a staff member as this looks like a bug. Or is it directly under/next to a shop villager? Cause then it's normal and you would have to remove the shop to break it.

Depends on the platform and controller. PE has a own on screen button for it Win10 it's shift On XBox/with controller it's the B-button
