Yes, I'm not sure why it was removed at this time but probably because it was not pulling enough players.

The announcements are usually made a bit after the game comes out. This can be because it takes a while to roll out everywhere, and it's also nice to spend some time enjoying the game first before opening up a place where people will comment on it. They should show up eventually.

I am not sure how it would be possible to block entire languages from being used on Discord. I am going to assume that you mean to block non-English alphabet, but there are plenty of other languages that use the English alphabet that we also don't allow spoken. And there are many overlaps...

Yes, fortune does work on crops, and you can use any tool (e.g. breaking crops with a fortune pickaxe). Each level of fortune gives a +10% chance for a double item drop.
