Is it 25x25

The size could be 4x4 and animals could spawn. The size only determines the frequency of the spawnrates. Just wait for a while, and maybe build or farm whilst you wait so it doesn't seem as long. You could also try and make it larger if it feels slow. Mine's about 100x15 I think and it spawns animals pretty often.

Maybe you should expand it a little more, since it will increase the odds of them spawning.
