At the time, designing was restricted to builders only. This caused many staff members to be stuck with their mod role (also FluffyRoses and Lezappen were a victim to this). Eventually, Builder was renamed to Designer and all mods(and one lonely admin, Story) that were designing instead of moderating switched to Designer to more fit their actual job. I could be wrong, but fairly sure this is the answer
