Animal should not be contacted if the member of staff who issued the punishment is still active

Well after reading the sentence a long time ago, I would think that the staff member who punished him. Could probably be a resigned staff member.

Plus isn’t it that bans after a certain period aren’t open for an appeal? Or am I wrong
