Usually most people do it to troll their team. Though, not entirely sure about that one. (Though, if someone places a tower like what you said to troll or to take up spots without reason or something like that, then its' punishable)

I think that if you tell your team members that you've placed the tower to reserve a spot it's fine.

Players who don't stop after multiple warnings are mostly intentionally ruining the game.

I think you can very easily tell whether someone is intentionally ruining the game or is just reserving towers :P
