In order to report a cheater (a hacked client user) you need video evidence, otherwise if it's a player breaking rules in the chat, screenshots are fine. You can take screenshots by pressing f2 in your Minecraft client, then to ...

locate the screenshot (assuming you use Windows) search for %appdata% -> locate your .minecraft file -> locate your screenshot/ file. As for recording (again, assuming you use Windows) there are multiple softwares that you can download for free, such as Fraps or Bandicam. :-)
