I'm not saying that it's the only way to get better. There's quite a lot of ways, like dropping in a popular spot (Preferably to the west side of the map) and just practice the shotgun on a few people. Also, the time of day too impacts gameplay, maybe hop into a match at noon, lot more new players. You can even try squads with a few mates.
Hey but I agree with your main thought, the game is based on the use of shotguns as it's the main meta... They need to buff the other weapons too. Epic made the rifles have damage drop off in an update which made them worse..
you said "how are you supposed to get better if you get one shot?"
I was proving it's possible to get better in a short period of time.
