First of all, I don't see the logic between the hacker part and having a mute, anyways what your friend has to do is start a conversation with the person who muted him incase his appeal got denied. If he hasn't appealed yet, please do that first before starting a conversation.

Your friend has been muted for spamming due to spamming with colour codes. If you found a cheater, report them instead of spamming the chat.
