In an RTS sense, I'm explaining why Cube can't recruit more helpers or upgrade helpers to mod. Same goes for promoting mods to senior mods.

It's not a mathematical equation. It's a matter of quality. If Helpers are seen as helpful to the community, they'll be made a Moderator. If a Moderator does a good job, they'll eventually be awarded the title of Sr.Mod (They have to be an active moderator for a certain amount of time for this). Admins help run certain parts of the server, like Orange ran KitPvp and Kuzey ran Factions.
