Oh nevermind. I guess it was just bugged. I stopped playing skyblock for a couple hours and came back, and I have the option to buy the seeds.

I was farming my potatoes and Pumpkins for a little bit while waiting for wheat to grow on the 2nd layer of my farm. I had to go do something, and I left the game. I came back today to find out that my wheat seeds had just disappeared. I can't buy them, because I haven't completed the wheat...
