Mobs don't spawn on water. You'll need some spawning pads

Basically what allstarninja said, they can't spawn on water.
I just want to add that you need to light up the roof as well so that mobs don't spawn up there and affect your spawn rates. Either light it up or place half-slabs up there :)

Try adding some 2x2x2 elevated pedestals with trapdoors on the sides in there. Adjust the water flow into 4 (or however many you want I guess) main flows going to the middle.

Pardon this very bad illustration of what I mean.

Blue is obviously the water flow. Tan represents the little 2x2x2 pedestals.
Pinkish lines are where you would put trapdoors if wanted (I prefer to use them, but others may not)
The maroonish black whatever line can be a wall, but you can also elaborate this design and make anywhere up to 8 water flows or more.

Once you get it going, why not make a second floor for it? Anything is good as long as the water flow will drag entities into the big black hole of thy cheesy spawn entrapment.
