Make sure you School's wifi has not blocked minceraft. For instance My school does block minecraft and that's why happens when I try connecting to any servers.
You will have to use another wifi if you want to play 1.9 minecraft. There is no way you could get past and play 1.9 at school if your school has blocked it.

Maybe use Optifine and I recommend 1.9.4, it's the version I play on and it works pretty well, also Internet maybe...

Not sure if your school can block a specific version of minecraft, as said above, if you can't join with 1.10+ you have to connect to another wifi.
