This isnt technically possible in the way that people would want it. How it should work is that if you equip a skin then everyone should see you using the skin but this isnt possible, we can do it so that it would overlap your own textures ingame but if nobody can see them for you and you've got default textures to everyone else then the magic is gone and nobody wants them.

But can’t you assign a texture to a specifically named item?
So if I name a sword Blue it looks blue, and if I name the sword red it looks red. Wouldn’t it look blue and red for everyone using the texture pack?

I dont believe it can do this, no. Not that I have seen, if it is then again technical limitations as the resource pack would take even longer to load and probably cause more crashes- why? Because JAVA.
