In any game on the server, the modification that is the most voted is the one that comes out, without taking into account the votes that are not the most voted modifiers.
I think it should change if for example, in skywars 7 people vote "No projectiles" and 2 people vote "Soft Blocks" does not necessarily have to win no projectiles, rather projectiles with 77% and soft blocks 23%.
This with all the modifications in all the games.

To be honest, this is the most fair way to deal with votes in my opinion. All votes will count in this case, and it means that the most popular mode won't outshine the less popular modes. It gives those a chance at being played too.
I previously made a thread about the same idea too when no projectiles was being voted and chosen literally 90% of the time, while I disliked playing it. I always voted for normal projectiles, and it never made a difference. Those 10% of games I played with projectiles back then, were because there wasn't any rank to vote for no projectiles. Seeing as no projectiles is now changed to something much more bearable (in my opinion), it's not too rough now. But the point still stands: All votes should have value, and not just the most voted option. After all, just because 3 ranks vote something, doesn't mean they speak for all of those who can't vote in the game.

Sorry, but I don't think this would be a good addition. Players buy ranks and pay for plus subscriptions so their votes can matter. It is true that they still matter, but you can't deny the fact they will be downplayed in many situations. + I don't think we need such an addition because it is logical - the most voted option is the most desired one by the players, especially after the Skywars update where ''No projectiles'' turned into ''No throwables''. Players weren't happy because they almost didn't have the opportunity to play with normal projectiles, but now after this problem is already gone, there is just no need.

But the players that vote for other options also paid money for their rank. With the current system minority votes count absolutely nothing, isn't that unfair? If I wanted to play with normal projectiles when no projectiles still existed, buying a rank would've been almost useless because of that.

I do agree that if we still had no proj, there would be a huge need of this, but I don't hear any players complaining now after the update.
But the players that vote for other options also paid money for their rank.
Everything is absolutely fair in my opinion. Sometimes they will have what they voted for, sometimes they will not. There will always be unhappy players with the selected health/items, etc, for the game, you can't change this. But as there aren't any complaints, I think that this:
the most voted option is the most desired one by the players
is the best option atm.
